Change Log and User Authorizations

I have a client who just upgraded to 9.1 PL9 and they have a question with users not being able to view the Change Log if they only have "Read Only" authorizations for a document.  They have users that should only have read access to certain documents but must be able to view the change log.

 

Is there any way to do this?
